Destroing Artefacts

Does different rank of neatness affect the crystal/rune you get in return? I check Aurelian Hero Screen and it only mentions higher rank allows you to destroy high level items.

It is randomly generated at the start of the game. The skill simply allows you to destroy higher level artifacts.

When destroying items of level 1-3 does it matter what level of Neatness you have? I other words, if I destroy a level 1-3 item will level 1 Neatness always yield the same amount of crystals as level 2 or 3 Neatness does?

For all I know, it doesn't. It depends on the item.

unfortunately, the runes you get from destroying artefacts don't make up for the runes you invest in neatness skill, so I only use level 1 neatness in order to get the skill that gives you mana and rage. for the warrior, I mean.
