They are for 'Strike' mode in Multiplayer. Both teams have to destroy the opponent's ground units while protecting their own.
In training mode you can turn AA guns to 'hostile' in order to have some ground targets to bomb. (Bombing is not the challenge using a bomber, reaching the target to do it is
)
