IL-2 1946 directx9 to compatible

I have been having humungous problems with IL-2 Sturmovik 1946. It won't install (I thought at first it had). I just caught a glimpse of a sign that said. Directx9 is not compatible with this version of Windows.

So it appears this is why I can't get it to run.

How can I overcome this problem, as it's a darn good game (I had it running some years ago on a different computer).

Any help at all will be really appreciated.
