Some questions about modding

So if someone wanted to mod this game, what does that involve? Scripting? Coding? Hex editing? Also, what people in the community know the most about it? Are there any guides that start at the beginning instead of talking to you already know what you're doing? Thanks ahead of time for any help anyone can be.
