They are custom built campaigns. They are comercia Add-Ons, so the company (WWIIES) charges a fee for the whole package. There are several companies/individuals selling "Add-Ons" for IL-2 Sturmovik.
Stalingrad has something like 600 missions and Pacific over 300 missions. They both offer a free demo, so you can decide on the quality of their product.
