Cliffs of Dover CO OP

Can anyone please help me. im trying very hard to like this game but every time i try i keep finding problems this is my newest one. If i try and create a multiplayer co op server for me and my friends, lets say a bombing mission pre loaded on the game. When i have set it all up it asked me to pick sides or base, i have no flags to pick and none of the bases are available to pick. Please can anyone help.
