IL2 MAT Manager Problem

I have installed the latest MAT Manager using the all in one install for 1946
When i can get it to run it runs flawlessly and is a beautiful addition to the game...
Unfortunately it only works intermittenetly - most times when i run and launch it the game happily continues using the defaul markings...only about 1 in 4 times does it work and use the MAT Manager markings...
I have followed the install instructions copying and renaming my exe file to IL2
adding ClearCache=0 into the [Game] section of my congi ini (checked for spaces and appropriate capital letters!)
And i have attempted to uncheck the read only attribute from the Cache and Netcache folders in the Paint Scheme Folders
Unfortunately the computer will not recognise the change and happily resets their attributes to read only the instant i exit the folder...
I have tried changing them with the attrib command under DOS but have been unable to get the syntax correct...i keep getting a parameter incorrect error...
Does anyone have any suggestions?
