conf.ini file: spawn humans=1 doesnt work

hey guys. i wanted to see how the game looks with humans enabled so i changed my conf.ini file and typed spawnhumans=1 instead of the default 0.
but to my dissapointment it had no effect whatsoever.there are still no humans.
any suggestions what to do to get them?
