How to check cpu/gpu usage?

I just downloaded and tried System Monitor 2 and Gpu Monitor...pretty nifty little programs.
Gpu monitor shows my card to be running at over 90% most of the time, but strangely when watching tracks it can run as low as 30%, which I find odd, especially as performance doesn't seem to suffer. (?)
