Modding Perks

Would anyone know if there would be a way to mod a perk in a way as to add a new effect?

Or know of a website I can search through besides the forums that has a database of SW3: Civil War mods?

I'm trying to make it so the main characters Free Trader United perk adds an item discount, and increase to loot sold to FTU stores.
