Where to get good SS skins?

Im interested in downloading some SS skins

that resemble this one

Id like a how-to tutorial or if someone could possibly make me a player skin..Id appreciate it.

Im a historian on Handschar, so if anyone could explain to me how to make different headgear as shown below....Id really really appreciate it.
