I have some problem about Perks

Hello everybody , First sorry for my English.

I have some question about Perks because I don't know how can I use it such as Heavy fighter , I dont know why boar's agility doesn't increase when i wear a armor (Body armor , steel clothes) .And Individualist or collectivist Perks I dont know how can i use them correctly .

Then please teach me what perks are useful or useless
