The Gold Mission

Is there an end to this mission. I've bolstered the militia to the maximum of 35. But every time I leave this town it goes green again from blue. If I sit in the town the government troops spawn and I just kill them. I planted grenades on the spawn site and chuck one when they land.

The point is I don't think there is an end to this mission and i feel rather stuck in the town knowing it changes hands as soon as I leave. Yet it is so damn easy to hold againsts so far hundreds (literally) of enemy. The income from the enemy gear has netted me millions.

I think I missed something with this mission.
