What do these icons mean?

In battle mode using ranged units I sometimes see a broken arrow for a mouse pointer. I assumed it meant unit out of range but if I select it as a target it appears to always hit the target and do the damage it would normally do.

Not sure what WAIT does. Is it supposed to wait until the next turn without doing anything? Surely you would be better choosing DEFEND as I assume defend means you will defend yourself better than normally. Sometimes it seems that wait has had the effect of waiting until other units in my army have moved for the current turn. On other occasions play has not returned to the waiting unit until the following turn.
