Make armies not chase player around the map - russian mod doesn't work for me

I am trying to mod the enemy armies to not chase the player around the map, just stand still and guard (like the armies that guard navigation maps). I know there is a russian mod that is supposed to do this. I tried the russian mod but it doesn't do anything. Every file in the mod is exactly the same as the original file. I wasn't able to find any difference between files that supposed to make the enemy chase you or guard in the russian mod.

Does anyone know what to mod to and where? Thanks
