Not necessarily. The BMW 801 D-2 was not cleared for the full 1700PS Take-Off performance right away, but was derated (= blocking Take-Off and Emergency performance settings via putting a screw into the throttle's way). This was done to minimize the danger of engine damage and to prolong its life which eased logistical questions. But of course pilots had different ideas about it and so they chose power (when necessary) over safety in numbers.
