Wolves and Dragons reconciled quest bug

1)OK, I'm at a loss then, this is a save from before I met any of them.
2)<DOH> You're absolutely right about the title. I revisited the cemetary and nothing changes, I cleared them out.
3)Right now, the wolves ambassador is right next to the bear ambassador who says 'Please Help'. If I walk next to the bear chief and talk to him, he says 'Thanks for the help'. I've got nothing else to try. Even a save game before the problem shows the issue.
4)I think I saw a form for uploading saves on another thread, I'll see if I can find it and do that.
