Where is this vampire that has the jacket?

You should talk to the alchemist guy with the funny hat in Vestlig and ask about his turban, then he explains how it's made out of the jacket you are looking for. Follow the dialogue and quest changes to "collect 5 thorn sprouts" instead of "find the vampire..." (Actually quest says "thorn shoots" or something but I think it's a translation error, what he actually wants is the regular thorn sprouts.)

i cant seem to find 5 thorn sprouts..im stuck on 4. anyone got any tips on where to find more

Afaik there are indeed only 4 on that island. You might have to return to Vestlig to complete that quest later. Better get used to it too, they have overdone the backtracking this time.

I had the same problem too at first, I kept looking for that vampire. It's actually the alchemist that has the jacket

after clearing island 1 and island 2 and not using any thorns myself, I had enough to hand in the quest the second I talked to the guy about the hat
