For freezes try putting buildings on minimal settings OR on the contrary set buildings to unlimited but with very low detail.

Check a guide in my sig.

Make sure you have all drivers updated to the latest version.

Check out this thread here and follow most if not all of the suggestions made in it:

Only way to get rid of the three blue lines on Radeon cards is running in DX9 mode instead of DX10, but you might suffer from fps dropping (at least it gives worse fps for me)

You have to set this in the conf.ini in Documents\1C SoftClub\il-2 sturmovik cliffs of dover\conf.ini

Of course defrag your system and shut down unneeded background processes, also disabling windows Aero themes might help.

Added example image of how much of an immersion killer those blue lines are below:

Right now first thing to try if you havent done so yet is installing the latest Beta patch. It changed pretty much everything.

First time I’ve seen those lines (in the screen shot). From another post, this seems to be something that affects the HD69XX cards. I get a faint line between 200 and 500 feet only, but wouldn’t have noticed it if I hadn’t specifically been looking for it after reading the other post. I have yet to try the latest patch, though.

problem is as you get higher they start to REALLY stand out.

it's a bug that needs fixing.

I use an older Ati card (4890 1GB) and i never had these lines, maybe it only happens on the 69xx series cards?
