Question Regarding New Beta Patch

In order to use the most recent beta patch do we need to install it over the previous beta patch, or can someone with the most up to date retail version (all the patches available through Steam) apply the most recent beta patch without having to apply the previous beta patch?

I have a friend who didn't put the last beta patch on (he's struggling with keeping the game from crashing - WinXP 32bit guy). Hopefully from the sounds of it they're trying to fix this and maybe this most recent beta patch will let him play.

So yeah, clarification on install order would be great.
