Default CoD have built in voice comms?

Like the question states is CoD going to have built in comms (server based) or is teamspeak still going to be needed for comms??

Would've been really handy, ( Although many servers have their own public voice servers) but I'm also hoping for the much improved radio system to help out with online communication, I really hope we can send out contact reports over the radio.
