Is this quest broke in 1.65? I have the quest and the tear, but when I click on the tavern nothing happens. The building beside it showing a quest indicator also cannot be interacted with.

I've seen reports for problems with map interractions in Upper Hadar, have you tried the other things besides this quest ?
