Where is King Harl?

I would like to complete the Griffin Crown quest but I have been unable to locate King Harl. I must be blind because I have traveled everywhere except the Elven Island. Any help disclosing the Kings location would be appreciated.

King Harl is actually in Arlania (see Screenshot)
His crown (I assume you already has his crown already) is in Freedom Islands (check second screenshot)
Actualy do you know that it was King Harl who gave you this quest?

Hey.. thanks for the helpful map to King Harls location. I must have bumped into King Harl at one time since I have the quest nearly completed. It has been so long ago I forgot where he resided. I guess I should be making notes on the map.
