Can't start quick mission! & Mouse wheek zoom!

I can start quick missions like sightseeing and missions with me flying alone. But somehow I can't start dogfighting or bomber hunting mission. Even if press Fly button, nothing happens. Anyone know how to do?

Also, is there a way to invert mouse wheel zoom in and out on map screen? Usually I can zoom out with mouse wheel down and zoom in with mouse screen up but this game is opposite. When I mouse wheel down, map zoom in. How to invert it?
