It's running on a single CPU and GPU core, so it doesn't matter what system you have-- performance will be abysmal regardless.

Is this going to be addressed in the patch or maybe with new drivers? or do i skip buying a new rig and just run it on my 6600 dual core, 4850, 4G ?

Get a GPU with lots of VRAM, as this game can not have enough of it, or so it seems.

It definitely isn't running a single CPU core. Besides, the new multicore support is in the works, so says luthier. An open beta should be available in 2-3 weeks.

Running on a single core -> BS
The main thread runs on a single core, secondary threads run on other cores when needed.
Actually they are working to get the rendering also running on a other core.
Multiple GPU's will be back in game soonest, so they say.
