setup doesnt start

Maybe its already in the forum, but i couldnt find it.

I am trying to install 1946 on my new pc (Win 7)
My Original dvd is starting up. But after a short flash, nothing happens.
I tried compatibility mode, and as administrator, but nothing happens.

Anybody an idea what to do?
