Brotherhood shop always closed?

In the Western Islands to the right of Brotherhood leader Tex Viscous's hut, there is a shop that is always closed because the owner is not in. I am guessing there a quest I am missing. Can someone give me a hint on what is going on there?

If I/m not mistaken, you should take a quest to resque the shop owner from the prison.

Thanks, I have done that quest a couple of times but didn't know that was his shop.
