Where is Toothless?

There's a quest involving a character named "Toothless Jack." Is there anyone who knows where he is?

In the last of the first 4 islands in a dungeon. You need to talk to a pirate in a hut and ask for access to their safety haven.

This is confusing. The witch who you turn the quest into is in the safety haven, but I don't see Jack in there anywhere. Does anyone know where toothless jack is. Which dungeon/island?

He's at the beginning of the "safety haven", next to the store where you can buy units.
