Creating new Single Player Maps?

Is it possible to use a topographical map as a backround to create new maps for Mow: Assault Squad?

Also, are there any tutorials for making realistic looking beaches for new maps? I would like to re-create many new Pacific Theatre maps, as my father is a USMC vet that fought on Tarawa, Tinian, Saipan, Roi Namur and Iwo Jima. The beaches that I have been making so far are ok at best. I am having touble with coastline depths.
