Default Cliffs of Dover issues

Hi

I live in Western Australia & purchased IL2 Cliffs of Dover when it was first released via EB games. At the time I didnt have a pc to run the sim.

Yesterday I decided to install the sim on my wifes laptop,its better than my pc & I thought I would give it a go.

However Steam said my activation code was already in use & would not install the sim. I have left a message with steam support & are waiting on a reply.

What other options do I have for complaint? I have now realised the disk was manufactured in Australia & have read lots of other people have had the same issue. I am considering going to consumer affairs over this the sim cost me around $80.00 Australian, but its not about the money its the principle of the matter.
