Default Terrible FPS (Help)

I recently tried to get back into MOW: Vietnam, but despite being able to play the vanilla campaigns well in the past, now that I've upgraded my graphics card, I seem to be getting only consistantly low FPS to the point where very quickly missions just turn into slow motion. I've tried turning my settings down to the lowest I can, but even that doesn't help. Is there any way to get better FPS? It's so annoying having spent money on a new PSU and GPU just to end up with even worse FPS than before.

Here are my settings:

1st off nice rig man! Then make sure you updated everything in your computer. But specifically the GPU, CPU, and Motherboard.
