How Does The Resource System Work?

It seems strange to me the way the resource system works and I'd like someone to explain it to me. The way it seems to work to me is that as the game goes on you get less resources. Like your income just seems to shrink more and more as the game goes on until it cuts off into almost nothing.

And this is super frustrating b/c it feels like a game where you you make something and then your opponent makes a counter to it, and then you run out of money and lose and they still have their counter reeking havoc on everything.

How does the resource system work, do you just get less income as the game goes on?
