just run into one 6-fighter-squard and some G4-fighter-squard in near by systems after got the Astarte.

I believe the strength of NPCs is determined by the system you are in, as well as the game's difficulty. I am sure of this because I still pass by placid docks from time to time and I still see Pirates and Patrol fighting eachother in naginatas, excaliburs, yaris and stormcrows...
