I think that I have it figured out now. The firewall was displaying a message that I could never see because of the video problem. I think that the video problem was caused by having multiple monitors. I disabled my second monitor, configured the firewall (could see the message now), and the game loads first time every time now. No black screen and static. Hopefully works for you too.
