Yes, very random, but they’re not guards at that point. They are warriors. Talk to them and get them to join you and then escort them to the town of your choice. The only problem is, you can’t use the magic Jump Stones to travel. You have to walk all the way.
Try ‘Crossroads’ and ‘Roaring Brook’.
