Steam has vesion 4.13.4m as the latest. I have figured out how to get to 4.14.1. Downloading the patch 4.13.4 - 4.14.1 as u suggest in 2nd post breaks the steam version.
First download game from steam which gives you 4.13.4
I had to download 4.14
