That was exactly what made me fail. I declared on one nation and took their capital (only city) so they vanquished but the city rebelled shortly after and I couldnt take it back and hold it. Then another nation declared on me when I hardly had any military left.
Finally, after a couple years of rebellion, the nation I smashed got back. Resurrected if you will. The rebels suddenly became that nation again. And there was a message about it. They reclaimed their city and villages (awesome feature btw). Of course, they werent too happy with me
I started my 2nd game (diplomatic) shortly after. However, I think it is possible to withold a rebellion. I found some pretty neat skills some characters have. I think mainly governor, monarch and maybe priest to improve well-being and loyalty.
Anyway, a strong army is definitely needed to stand against rebel attacks if they happen. I'd say 2 armies with enough backup in your cities to be able to get reinforcements asap if needed.
