hmm? what character do you play on?
I played eric, and got the whole staff from the hunter clan leader, after I had done all the hunter quests, but in the quest log it said the staff whold be in 2 pieces..
Anyway, my staff got activated with no problems when using elixir of life on it. (by putting the staff in the potion slot, then placing elixir of life on it, like you mix potions)
you need to equip it when breaking the magic stone tough ^^
or if you mean the first gates, you have to shoot on a pilar with arrows, the staff comes in use later
