I don't really expect this question to be answered any time soon, but I may as well pose the question in case other people search google for this sort of thing in the future.
I'm in the Industrial Zone and a worker named Sandy talked about how an Inner Guard took his half-empty bottle of vodka and he wants it back.
My problem is that there doesn't seem to be anything you can do with the guard. There aren't any choices in the conversation, it's just going through the single option until you decide that the guard was justified in taking his vodka and you decide not to do anything about it.
The only ending I know of is to just get him more vodka, but it seems like there would normally be more to this sort of mission.
If anyone has any additional information on the mission or something relevant, feel free to respond.
