The first one that comes to mind is Operation Flashpoint on the PC and Battlestations Midway on consoles. I promise you, a smaller audience + no lobby + no joining of a game in progress = few to no online matches and a very limited lifespan.

There are maybe 30-50 people even attempting to play online at peak hours with a game this small. Since war games appeal to a more international audience that play at different hours that number may be even smaller. Unless everyone is friends and agrees to play at a certain time it will be very difficult to get some full games going.

You can't compare the audience of Forza 2 to this game. Forza 2 will sell 1000x the copies and of course it would make no sense to join a race after it has already started.
