I don't think it's necessary, that's why nobody has done it yet. - What is this sudden obsession with zombies? It doesn't automatically make a game good, infact i think it's just an ingredient for a dull game (whether it is RTS/FPS/RPG) they are not entertaining enemies, never pose any real threat other than the numbers they come in.
If you want, try playing with an invincible infantry cheat. They essentially will act as zombies and keep getting up and running at you to fight, but they will pick up weapons again and act as soldiers, not zombies.
So if you wanted random mindless zombies walking towards you without shooting..Then you may need a specific mod made, but again i have to ask..Why would you want it?
