The easiest way is to switch to the right character encoding (open the file in a browser like firefox, and go to view -> character encoding -> more -> east european -> cyrillic) so that you can see the characters properly, then copy the headers/comments and go to google translate, select russian -> english and click translate. It won't always be completely accurate but you should be able to tell what stuff says.
