According to your specs (and your pc age) your problem could be indeed directx related. Carefully check your graphic card drivers on the ATI site to see if they support the latest version of directx. You can take my word for it, that Radeon wasn't built to support anything above 9.0.
Either get an update to your drivers or downgrade your directx.

Also, i would recommend, requesting help on a hardware forum (techimo.com is pretty good). I'm not a big fan of integrated chipsets, but i'm not an expert on the subject aswell. So if you're considering getting an agp/pci-e card with a decent amount of dedicated memory (wich would be my advice), post your specs and ask around a good forum for suggestions. Overheating and motherboard incompatibilities should be your big concern.
If it comes to buying a new one, the cheapest model on the market today will probably be many times better than the one you have. The way things are, consider yourself lucky your Radeon lasted 3 years.
I added another gig of RAM to my system so I went from 1.5 gig to 3 gig. (one board that was in there was 512meg, had to take that out) and I also threw in a GeForce 9500 GT video card which has it's own 1 gig of RAM for good measure... Now both Kings Bounty and Fallout 3 run like a champ!
