I don't play the sim anymore, but I do know that best grafix come from running OpenGL mode. The sim was made that way.
I suggest trying higher resolutions if possible, which to me is more important than perfect water, or perfect bread. The sim becomes real pretty at 1152x968 (if I recall) and all I had at the time was ancient ATI-9200 but it was smooth although I had to lower some other settings.
