UGH, I closed download manager, went into taskmanager and stopped the setup.exe and setup.tmp and went into my temp folder and deleted the few install files the setup had put there.
Then I ran download manager changed my download folder location to a new empty folder (even on another drive - this time my C drive versus last time it was my D drive) and still get the same behavior. I'm running XP Pro SP3. Only thing I can imagine different with my system then most may be that I have development tools installed (Visual Studio 200

. I am really kicking myself for using a download client. Seems like everytime I've tried to use one it ends up taking more time/being more hassle than if I went to the store and got the game. I figured surely by now things were getting better and had seen several people had good success with GamersGate on this game. I emailed support earlier and got back an email sorry you'll have to wait till Monday to get a reply. Now I either can't play the game this weekend (when I'd have time to play it) or I have to fork out another $40 to go buy it in the store like I should've done to begin with.
