We have one...its called the Full Mission Builder. Its inside the game, it has a few quirks, but its ridiculously easy to use compared to most mission building software I've ever used - actually...scratch that ...it IS the easiest. It'd be nice to have scripted events (I would hope that would be graphically/UI driven rather than real scripting) and it'd be nice to configure the campaigns/cutscenes without having to go to the .ini files but aside from that creating a mission is simple.
