Did you try to copy the complete directory from XP to Windows 7?
And then run Il2fb.exe from the game dir.
Il2 FB is pretty old and if you can get the il2 1946 dvd cheap, you will have a lot more. It contains the full game, with all official addons and patched up to 4.07(or later,can't exactly remember).
