I got the same issue, I contacted the 1C support also, but they were unable to help me and DMS has never answered.
I decided to have a look on the problem and I found a workaround.
I post it here, this worked for me (Micro Application edit), use it at your own risk.
#1: Install the retail GOTY version (should be version 2.00.11).
#2: Make a backup of the file "GameuxInstallHelper.dll", located in the MOW AS GOTY folder.
#3: Open the registry (Windows key + r -> "regedit"), and search that key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Uninstall\{D8B5C1BB-5951-422D-A4D5-451675614956}_is1
Rename it to,
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Uninstall\{3B5614A2-2A3B-4C64-8CC7-A67726154539}_is1
You should have a "DisplayVersion" value (on the right pane), replace current data "2.00.11" by "2.0.11.0".
After that you should be able to apply all GOTY patchs.
#4: If you have a hash error about "interface.pak" during the patch ("The game data is corrupt! Update is not possible!"). You can replace it (located in ...\resource\interface.pak) with this file

#5: If you intend to uninstall the game, go to the MOW AS GOTY folder, and do in order:
- run "unins001.exe"
- restore "GameuxInstallHelper.dll"
- run "unins000.exe"
