1) There is no map indication but you should be able to find a little mound of brown soil on each island. That's what you need to click on.
2) It's buried on the little island.
3) He will talk to you after your first fight with Guilford.
4) It's not actually a mine that you can enter. It's just a small area with an ore cart and rails and such. You'll find the tools buried there.
