Arlania. Quest Delayed Salary is bugged.
When you talk to Richard the second line dialog (you invite Richard to pay the soldier's salary) should update the quest.
Instead the dialog box close and the quest is never updated, so you're forced to let it pending or give the soldier the 500 gold yourself.
